The Czech Labour Ministry reported on 7 October 2026 that inspectors identified 320 cases of disguised labour intermediation in 2025 and 191 organisations using such services. Authorities imposed 244 fines totalling more than CZK 168 million for the practice and enabling it. These are nationwide figures for last year, not Pilsen-only figures or a newly enacted law.
The ministry describes a situation in which workers are effectively supplied to another company without meeting legal intermediation requirements, while the arrangement is presented as a services or works contract. It notes that foreign workers can be more exposed because of language barriers and unfamiliarity with their employment status.
